It's got the 'secret' ingredients listed right in that blurry picture.
soybean oil
peppermint oil
citric acid
rubbing alcohol
sodium citrate

water
So a bunch of nothing. None of that stuff is effective against bortytis or powdery mildew and probably doesn't do shit against pests, either.
Like the 'cornell formula' or spraying plants with milk it is an old wive's tale. h2o2 doesn't do shit either. If you have an infection, it's most likely due to poor cimate control rather than a lack of preventative foliar sprays. Heck, these anecdotal sprays probably cause more risk than they reduce anything. getting leaves wet consistently invites problems. Oils clog stomata. if it builds up on the top of leaves, it might attenuate light a small bit.
But if your heart is set on it.. i bet you can google each individual anecdotal remedy and find a concentration people use on plants. peppermint oil has been attributed magical properties long b before any marijuana hobby. These ingredients are old remedies and not a new hypothesis. They also say peppermint oil keep racoons out of your attic but that's nonsense too. Just marketing old school anecdotal rememdies to new people.
the soap probably mostly acts as a sufactant.. so the spray spreads out with minimum surface tension on leaves. The oils would help with that if they can actually mix in, too. More likely it'll just seperate into two parts and you need to shake well before use, but the alcohol might allow it mix into solution, too.
Whatever you do, don't spray the whole plant to test. Spray one leaf and see what happens over 24-48h. You can absolutely recreate this magical serum and it'll be just as effective as the expensive product... near-zero effectiveness.
