No those are female bits. The brown hairs coming out of them are the dried pistils, like what's coming from the buds.
The preflowers are older than the rest of the buds and is why the pistils die early on and the ones in the bud are still fresh.
Male flowers grow on a small stalk and hang down and open to reveal the stamen and drop pollen. Sometimes the stamen alone grow in buds and look like tiny bananas and are called nanners.
Your plant is showing no male signs, so nothing to worry about.
