Even with limited sun it has an obvious nitrogen deficiency, so at the least increase N provided.
If you live in an area with acid rain, probably wise to check the pH too, as that could be inhibiting uptake of N.
Definitely need better aeration in that soil, but it won't cause anything as severe as what is seen here. In a soil you want 50% drainage amendment, like perlite or similar. Those woodchips do count but they are less than ideal when it is big and chunky. If it's only droopy after a watering, that would be why.
Unless you are trying to avoid a wet season or grow when the length of night does not jive, stick to photoperiods. This will give you more leeway with vege time.
