Yes, you could hang it very close, dim it down a lot and save some watts by covering a much smaller area than you normally would due to the tiny plants and typically smaller pots. This will take some trial and error to dial it in. Let growth dictate. Too tight? needs less power or hang further away. Too lanky? needs more or hang closer.
These look fine for 2 weeks, but i see evidence of bad watering habits.

1) always water entire volume. Never half water. You give th evolume of water required to ensure the entire thing is satureated. A little runnoft to ensure it is wet is fine, but less is better in soil as you leach off your nutrient charge in the soil. Minimal runoff is fine. This is not "overwatering." If they droop from this simple and standard step, then you need to add more perlite or similar next time. It'll be fine until then.
2) Wait for 1" deep to dry, then repeat. If the pot has lost the same weight, it will require the same volume of water each time.
Keep it simple. Don't whimsically choose the volume to give. Use as much as it takes to get the job done properly. A agood wet-dry cycle trains the roots to grow deeply and keeps them healthy.
