can a plant be "frozen in time" (mid flowering) or is she just slow?

These 2 are the same age, but one is more advanced than the other. The sad one used to be in a smaller pot and have a high pH (i just corrected), so i wonder if she's just slower or if she is stunt and will never recover because I replanted her during flowering (1,5 week ago).

Cannabis is such a hardy plant and will definitely recover. Just keep an eye on you pH as this will affect how it absorbs nutrients. Looking awesome though, well done.

LG

A pH problem and transplanting will slow the plant's growth. Or, if you grew them from seed it could be genetic variation.
