Are my buds full of seeds or is it something else? I have a screen full of them.A. The T5 lights are 8 inches above the plants. A. I flushed twice, just like when I pinch off a sequoia. Q. I took a closer look at the buds that looked burnt. I plucked one and dissected it to find what look like seeds to me. Please see the pictures and give me advice. Seeds?

2 outdoor: 1 flowering 1 not I have two big outdoor plants, same soil, same environment, same watering and different genetics (but similar). One is flowering well, and the other is only showing preflower with no buds whatsoever. This is an urban area with some small amount of light pollution.
